CRISIS ZERO AS BREAKTHROUGH TO 3D-ECONOMY
The world crisis which has burst at the very beginning of the Third Millenium, undoubtedly, has world-wide and historical value and fatal impact on formation of the New world order will make. It will become history as rather powerful «a social and economic tsunami», taking down on a way of development of a human civilisation bastions of old thinking and «the wild market», for understanding of this modern outlook of event leaving for sides the new system of estimations is required. Many serious analysts mark uniqueness of World crisis of “zero years” 21 century. Global crisis "has nulled" the huge fortunes which have been hammered together by successful players in days of blossoming "casino-capitalism" in which elements of game and passion of a profit dominated. But, when the players who have become stupid from constant luck have decided to "break the bank", the ball has unexpectedly stopped on "Zero". Return readout, a zero - a transition point in a new reality comes to an end with zero, new time begins with zero. Therefore further we will name this «a semantic watershed» short and simply – “Crisis Zero”.
Billion starving, hundred millions unemployed, millions criminals – with such monstrous heritage the world community which has genuflected before dogmas of “free market” in which profit above abuse also justice has entered III millenium.
Commodity-money relations have fallen outside the limits economic sphere, began to dominate there where criteria of benefit in general are inappropriate.
In the conditions of modern "cannibal" social and economic system at attempts considerably to increase commodity output volumes inevitably there come the crises of overproduction turning to insuperable precipices on a way to abundance of the goods and services – shining top of a material world.
Low real incomes of billions consumers thanks to the credits received by them did not interfere with acquisition inaccessible before material benefits. Millions "Cinderellas" took places in «gold carriages» and hastened on the World carnival of consumers, preferring not to think that in midnight of their carriages will turn to pumpkins. But large private proprietors of capacities and the credit and financial organisations were not fantastic princes, they received real superprofits for the account of wholesale trade on credit «crystal shoes».
World crisis at the very beginning of the Third millenium became the Doomsday over the loan capital, over unfair and consequently inefficient and unpromising system in which the capital exploits the person …
In incomes of small group of multibillionaires and billions citizens it is a lot of reasons of catastrophically quickly accruing rupture. But the main reason of poverty of citizens even in the rich state is low degree of participation of each citizen in reception of incomes of national wealth, including from the state (public) property.
Already today a science and technics are capable to provide abundance of the goods and production on the Earth. But for success achievement of all and each citizen, they should work in system of fair economy.
Unique reasonable overcoming the Crisis Zero – qualitative lifting of incomes of each citizen that will cause manufacture growth. But achievement of these purposes probably only through "3D-economy" introduction ( d emocratisation of property, d emocratisation of incomes, d emocratisation of demand).
Citizens of many states realise all more clearly that each of us, recent, - from chest babies to very old men – is the heir-at-law and the true proprietor of all it is unfair nationalized or the privatised national wealth.
With a view of 3D-economy realisation, that is increase of degree of democratisation of the property, incomes and demand - it is necessary to allocate each citizen of the state with an equal share of public (national) wealth, having fixed it on individual personal accounts of citizens.
Let's make mental experiment. We will imagine that there are two absolutely identical megacorporations – «national leaders». In one of them the proprietor - the multibillionaire-single, in another proprietors - 100 million adult citizens. We will admit, the billionaire and millions shareholders, having enclosed the identical sums of business development, a part of dividends will direct on consumption. The billionaire will get luxury goods: a country house, the yacht, the plane … Telling easier, the billionaire never will buy for itself one million tooth-brushes. Whereas millions small shareholders will buy millions usual goods, thereby lifting demand, stimulating manufacture of the goods and services. High degree of democratisation of the property, incomes and demand will create Moebius's infinite tape in which manufacture and consumption become continuous process. There will be a revolutionary change in consumption sphere: from luxury for the few to a prosperity for all.
Crisis Zero has sharply and dramatically designated a new boundary of improvement of quality of work, necessity of transition from its primitive forms and kinds to new, high level, having put this sign event in one number with slavery and serfdom cancellation. Participation of each able-bodied person in manufacture of material benefits for the sake of maintenance of worthy living conditions is not now necessary neither from the technological point of view, nor for achievement of general reasonable well-being.
Introduction of the newest technologies in times will lift labour productivity (and will so sharply reduce number of workplaces). Structural unemployment - return, a shady side of innovative economy, becomes an inevitable and excessive social payment for scientific and technical progress in conditions of “wild capitalism”.
Payments of unemployment benefits, other social benefits do not solve a problem of "superfluous people» as only «distribute to the people fish». Employment possibilities in "small-scale business", too are not boundless. The quantity of the created workplaces in new sectors of economy cannot compensate quantity of reduced places in old branches.
Reasonable exit from this situation only one - it is necessary to give to each citizen "fishing tackle" that he could catch "fish", that is transfer in possession to each citizen a share holding «national leaders». And these "fishing tackles" should be identical that it has not turned out so that one citizen managed a magnificent modern spinning (a share in modern highly remunerative manufacture), and to another - the broken fishing-rod, the confused scaffold and a rusty hook (a part of actions of the unpromising old enterprise).
At the same time, not to generate dependant moods that the free time was not useless or criminal pastime, it is necessary to carry out world outlook revolution. For this purpose it is necessary to bring up new generations, for which meaning of the life – not idle life and not heavy work for the sake of a survival. For them meaning of the life – increase in advantage and a prosperity of the high-grade and comprehensively developed person.
What to do?
The first step - time nationalisation of “national leaders” - backbone financial, industrial, transport, marketing and other corporations with an unstable financial condition with a view of rendering of the full-scale state help and carrying out of originally national privatisation in favour of each citizen of the country without the right of sale, transfer and inheritance of the received share of national wealth. It is necessary firmly and to give unequivocal expression that the private property – small, average and large – remains inviolable if it is created not in the deceptive or criminal ways and is successfully used within the limits of the law.
Fair estimation of cost of the public property (state and temporarily nationalised), subject transfer to citizens to the individually-share property becomes the second step. Historical, religious both other values and the objects which transfer to citizens for moral and other weighty reasons is impossible can become an exception.
The third step - creation of large joint-stock companies - the national corporations capable successfully to compete in the world market with transnational corporations, the foreign state and private companies.
Voting actions of national corporations in equal shares should be transferred gratuitously in possession to each citizen who has received the passport, and along with other actives they become real filling of its personal account. The state should formulate socially significant strategic targets and put a real problem before top-managers on their achievement, supervise process through system of planned indicators, and also using "gold share". Boards of directors of national corporations will be selected national voting.
The myth about that only the private proprietor can effectively operate business, has been buried after end of “revolution of managers” in the developed countries in second half of last century. Therefore the national corporations operated highly professional hired managers, will be the effective commercial organisations, beneficiary in which there will be each citizen.
With a view of a non-admission of abusings stand out to the citizen cash only small part of the income can. The basic part can be used for obligatory and voluntary insurance, as pledge for reception of credits and the payment of invoices under clearing settlements in the limits reasonable and established by rules. For example, the electric power will be made on power stations of the national corporation belonging to citizens. The power national corporation, as well as other national corporations quarterly will transfer into account the citizen dividends, and it will pay the consumed energy, other services and the goods from the personal account.
It is very important that introduction of the individually-share property of citizens does not destroy a basis of existing economic system, and completes, adjusts it on harmonious interaction of interests of the citizen, a society, the state. The share of the citizen in national wealth will create the firm base on which basis citizens will independently erect the happiness. The enterprises can promptly be modernised, reduce superfluous hands and raise labour productivity, without being afraid of serious social conflicts. As citizens will comfortably live, it will be possible to cut down social expenses of budgets of all levels so – it is essential to lower tax burden, in a new fashion to solve a problem of a provision of pensions. If to each citizen the comfortable standard of living the share of creative activity will increase, sports is guaranteed, the quantity of the crimes made for the sake of a survival will decrease. beneficiary Sharizm will create equal starting possibilities for citizens, becomes an economic basis of the democratic state, the powerful factor uniting citizens of all regions of the country.
While our share will be in our hands, neither bureaucrats, nor plutocrats will not operate our destinies. Russian words "share", means and «a part from whole, the general» - share, and "destiny"-fortune, destiny. Therefore we can confirm:
